Electricity Billing

A DISCO (Distribution Company) is an entity responsible for distribution of electricity to its consumers within a specific geographic area. There are ten DISCOs in Pakistan excluding K-Electric.
DISCOs issue electricity bills on a monthly basis.
Your electricity bill is calculated based on your electricity consumption measured in kilowatt-hours (kWh) during the monthly billing period multiplied by the tariff rate charged by your DISCO.
A tariff rate is the price charged by a DISCO for each unit of electricity consumed by a consumer. National Electric Power regulatory Authority (NEPRA) Determines the Tariff rates which are notified by GoP. https://nepra.org.pk/consumer affairs/Electricity Bill.php
The meter reader records the meter reading by physically visiting the premises and entering meter reading on hand held device /mobile phone. Meter Reader takes snaps of the meter showing the final reading which is printed on electricity bill for consumer’s information
You can check your electricity consumption by reading the meter installed at your premises. Further electricity bill issued by DISCO contain meter snap showing the final reading on the meter which is billed to calculate the consumption in kWh.
If you notice an error in your electricity bill, you may contact your concerned sub-Division, complaint center or customer services centers established in each DISCO.
A detection bill is served to a consumer in addition to normal consumption bill when the discrepancy is uncovered in electricity meter subsequently, or when instances of theft or other unauthorized activities are detected.
Yes, you can dispute your electricity bill if you believe it is inaccurate or unfair. You may contact your concerned sub-Division, complaint center or customer services centers established in each DISCO.
If you don't pay your electricity bill on time, your DISCO may disconnect your electricity supply and charge you a late payment fee.
You can pay your electricity bill through various channels, including online payment platforms, bank transfers, and designated payment centers.
a grace period of minimum seven (07) days is provided to the consumer for payment of electricity bill. However, the due date printed on electricity bill is considered to be the last date of payment.

Different Taxes duties and surcharges are recovered through electricity bill from various categories of consumers. The summary of taxes / duties is as under

Electricity Duty Electricity Duty, a provincial duty, is levied to the all consumers ranging from 1.0% to 1.5% of Variable Charges
General Sales Tax (GST) General Sales Tax (GST), is levied U/S of Sale Tax Act 1990, on all consumers at the rate of 17% of the E/bill.
PTV License Fee PTV license fee is being charged @ Rs.35/- for domestic consumers and Rs. 60/- for commercial in the electricity bills
Financing Cost Surcharge Financing Cost Surcharge is charged @ Rs.0.43 per kWh, applicable to all categories of consumers except life line domestic consumers.
Fuel Price Adjustment (FPA) Fuel Price Adjustment is the difference between actual fuel charges component for a month and reference fuel charges component. In case of positive variation, the fuel price is charged to the consumer through electricity bill and for negative variation the consumer is given benefit of fuel price adjustment as per NEPRA Notification.
Extra Tax Extra Tax is being charged to industrial and commercial consumers (not registered in active tax payer list of FBR) @ 5% to 17%, on different bill amount slabs.
Further Tax Further Tax is being charged at the rate of 3% to all consumers - having no Sales Tax Return Number (STRN) except domestic, agriculture, Bulk consumers and street light connections.
Income Tax Income Tax is being charged to consumers at various rates depending upon applicable tariff and the amount of electricity bill.
Sales Tax 5% to commercial consumers on bills upto Rs. 20,000/- and 7.5% on bills exceeding Rs. 20,000/-.

General FAQ's

An assessment bill prepared and charged on account of less billing due to technical / administrative grounds.
DISCOS have launched online Electricity New Connection (ENC) Application https://enc.com.pk . Any prospective consumer can apply online and get new connection. The Company representative will obtain the hardcopies of document from consumer premises at the time of site survey.
There are multiple reasons of huge electricity bill like increased usage etc.
DISCOS have established Customer Care Centres at all Sub Division, Division, Circle and HQ level, which are aimed at facilitating the consumer’s requests of installments, date extensions and other billing related issues.
The disconnected defaulter after clearance of arrears could apply for reconnection at concerned Sub Division and Revenue Office.
Revenue Office and Customer Care Centres at all Sub Division, Division, Circle and HQ level are available to address such issues.
When an electricity meters stop functioning accurately due to any technical fault, DISCOS allot a defective code and start billing on estimated basis (11 month average or corresponding month units whichever is higher)
For S/Phase electricity meter(load 3kw)

• Material cost = Rs. 4,000 upto 40 meter
• Above 40 meters and upto 100 meters additionally cost @ Rs. 200 per meter would be added [Rs. 4000 + (40x200 = 8,000) = Rs. 12,000]
• Security deposit = Rs. 3,660/- (for urban)
• Security deposit = Rs. 1,830/- (for rural)

For 3/Phase electricity meter (load 5kw)

• Material cost = Rs. 15,000 upto 40 meter
• Above 40 meters and upto 100 meters additionally cost @ Rs. 260 per meter would be added [Rs. 15,000 + (40x260 = 10,400) = Rs. 25,400]
• Security deposit = Rs. 6,100/- (for urban)
• Security deposit = Rs. 3,050/- (for rural)
The consumer has to apply change of name at https://enc.com.pk alongwith requisite documents.
There is no provision in electricity tariff for seasonal disconnection of guest house category.
The security rate has to be updated if previously less deposited then the present rate.
Concerned sub division, division, circle and HQ level Customer Service Centres as per your sub division who’s name and cell No. printed on electricity bill.
All electricity bills are available online on the website of DISCOS. The non-delivery of electricity bill complaint could also be lodged at CCMS at http://ccms.pitc.com.pk

NET METERING

Net metering is a billing mechanism whereby DISCOS consumers who has installed Solar PV at their Premise can export excess energy to DISCOS network.
A 3 phase (400 V – 11 kV) consumer with minimum Sanction Load of 5 KWDG is allowed Net Metering for capacities ranging from 1 kW to 1000 kW.
The consumer having DG Facility installed at his premises and having a valid signed contract for export of Energy to DISCOS is a Net Metering consumer whereas a consumer only importing energy from DISCO’S is called a regular Consumer.
A Bi-Directional Energy Meter is installed at Premises to record the import and export Units
No ,3 Phase Connection is mandatory for Net Metering.
Pre-Qualified / Certified vendors from Alternative Energy Development Board (AEDB)
No, Single Phase inverter is not allowed for Net Metering
Yes, Prior permission from DISCOS and revision of generation license if DG facility load exceeding 25 Kw.
No, even in case of Fault a prior permission from DISCOS authority is required.
No, Hybrid inverter is not allowed.
DG facility above 25 KW requires Generation License from NEPRA.
Solar PV & Wind technology-based DG facilities are eligible.
If Generation Facility is more than 25 KW then it is mandatory to acquire Generation License
Bi-Directional Meter having Registers to calculate import and export energy are required.
If Meters are not available in DISCOS Store then Concerned DISCOS Officers will issue NOC to the Consumer for Purchase of Meter from its Manufacturer directly.
Upto 70 KW Concerned XEN (OP) Above 70 KW to 500 KW Concerned SE(OP) & Above 500 KW to 999 KW (Chief Engineer P&D DISCO’S)
Bi- Directional Meter and interconnection estimate as per Site.
Maximum 33 days as Per DISCO’S SOP.
Approach to Concerned XEN(OP) / SE(OP).
Concerned XEN(OP) / SE(OP) will take up matter with XEN M&T /SE(OP) for replacement of Meter.
Generally Solar PV Panel, Inverter, Lightening Arrestors, Proper Earthing and Breakers are required.
3 Phase Inverter is Required for Net Metering.
After the Installation of Bi-Directional meter at Net Metering Premises, Billing on the basis of import and Export Units is made on Monthly Basis.
Domestic , Commercial ,industrial ,agricultural ,general services or Single Point bulk Supply are eligible for Net Metering As per NEPRA DG Regulations.
Excess Export Units are accumulated for adjustment against next Month Consumption and Credit is given on Quarterly basis
Both Import and export Units Register maintain on Energy Bill and Net Energy Bill is served to Net Metering Consumer.
